Copenhagen potentially set back the development of a global carbon market. But the EU is still committed to its flagship trading scheme (the ETS) and plenty of studies continue to suggest that emission trading systems are much more efficient than taxation for meeting reduction targets. Carbon markets do not just affect the multinationals. The UK?s Climate Change Act includes enabling powers for relevant national authorities to set up schemes. And the CRC through its one-way safety valve link to the ETS, coupled with the potential growth in voluntary schemes, means that medium-sized organisations in the UK are likely to become increasingly exposed to carbon markets. This session debates the benefits and drawbacks of the carbon market, its mechanisms and how the lessons we learn now could be applied to future markets.
