Lessons from public sector procurement of AD facilities

Seminar Details The presentation will look at the practicalities of procuring an AD facility, using the speakers experience as Technical Adviser on two regional AD procurement projects in Wales.
The presentation will highlight some of the main issues that ensured that the contracts were structured so that they were attractive to the market and were able to provide sufficient returns to be financially viable to the contractor and affordable to the Authority
The procurement projects have been underatekn against a backdrop of the Welsh Government's waste strategy, ?Towards Zero Waste? which sets targets for Wales, these being a minimum of 70% recycling/composting and maximum of 30% Energy from Waste (EfW) by 2024/25. This objective will also deliver on the achievement of the EU landfill diversion targets to reduce the amount of Biodegradable Municipal Waste (BMW) sent to landfill to at least 50% of 1995 levels by 2012/13 and to 35% of 1995 levels by 2019/20
This presentation will look at the challenges and barriers the projects have had to face in the using the Competitive Dialogue procedure in the procurement of an AD facility
It will look at:
-The preparation of contractual and procurement documentation,
-Understanding the policy background
-Preparation of a business case
-Undertaking stakeholder consultations;
-Developing waste flow models, to projected future waste arisings and composition;
-Gathering environmental data;
-Undertaking site investigations;
-Preparing risk registers
-Negotiating with bidders
-Evaluating bids
-Reviewing marketing plans
